What have proven to be the most useful markers for tracking cost of services in other systems of care?  What markers have been most easily accepted by all as "useful to track" so that partners can agree about whether there is a cost benefit (due to cost offsets) to the system of care services?

The markers for youth service costs would be the same for any services provided depending on Medicaid eligibility the funding source and the services purchased.  What is often over looked with youth services is the risk and protective factors.  It is equally important to track the outcomes and any prevention in order to project cost saving for early intervention and services.
 
 
It is difficult to track total costs when the money really does not follow the child.   In a SAMHSA/ System of Care a blended/braided fund and a flex fund can make tracking the dollars per young person a little easier depending on the reporting requirements for each administration putting money in the pot.

Was there any helpful "special information" needed to successfully track the data across systems (for instance knowledge of any required data that all or several partners must track for federal requirements that can be helpful to pull together for tracking by the local system of care?

Have there been particular agencies that are better (or more challenged) at collecting cost of service data on a per child basis?  Again, is there some "special knowledge" that helps acquire this data from the partners that initially may struggle at getting the data?

Is there a particular position (job title) in the various system of care agencies that has been key to facilitating the acquisition of data necessary for tracking costs? (i.e. Who seems to know the way to make it work?)  If yes, please identify those key positions.

Is anyone using (or working on developing) a single system of care data warehouse approach (i.e. a neutral web-based site for data entry or data transmission) so that certain key data is available to all partners via the web?  If yes, what is an approximate cost of such a process?
